Numbers 23:13-14 King James Version (KJV) 13 And Balak said unto him, Come, I pray thee, with me unto another place, from whence thou mayest see them: thou shalt see but the utmost part of them, and shalt not see them all: and curse me them from thence.
14 And he brought him into the field of Zophim, to the top of Pisgah, and built seven altars, and offered a bullock and a ram on every altar.

13 “Come with me to another place where you can see them,” Balak replied. “You’ll only see a portion of them, because you won’t be able to see them completely. Come and curse them from there for me.”
14 So Balak took him to the field of Zophim, and from there to the top of Mount Pisgah, where he built seven altars and then offered a bull and a ram on each altar.

13 Balak was determined to have him curse God's people.
14 It isnt mentioned who he offers this sacrifices to but it would have not been the Lord because he is looking to curse the Lord's people.
